NBI director may face raps for verbal assault

The Regional director of the National Bureau of Investigation may face administrative charges after alleged verbal assault on two female nursing instructors who visited his office on the morning of April 16, Monday.

In a radio interview, Civil Service Commission Director Rodolfo Encajonado said that if proven true, Atty. Elfren Meneses may face administrative charges for his inappropriate action as a government official.

"The public can file administrative charges against government officials or employees for grave misconduct," he said.

Meanwhile, Presidential Spokesperson Edwin Lacierda said that he will also refer the incident to the office of Secretary Jessie Robredo for proper disposition of the issue.

Based on Republic Act No. 6713 also known as the Code of Conduct and Ethical Standards for Public Officials and Employees, public officials and employees shall at all times be accountable to the people and shall discharge their duties with utmost responsibility, integrity, competence, and loyalty, act with patriotism and justice, lead modest lives, and uphold public interest over personal interest.

It is also stated in Section 4, Article A, that all public officials and employees shall always uphold the public interest over and above personal interest.

It can be noted that St. Paul University clinical instructors (CIs) Ma. Lourdes Wuthrich and Claudette Talamera reported to the Iloilo City Proper Police Station 1 that the regional director berated them inside his office.

The two CIs claimed that they visited the office of Meneses to submit a letter for the new nursing innovation of their university; for them to offer free services to the members and clients of NBI who are in need of their nursing care.

However, instead of welcoming his guest, Meneses allegedly blurted unkind words towards the two university faculty for alleged poor service of St. Paul Hospital, where his daughter was brought.

Menesis claimed that the hospital staff did not immediately attend to his daughter who sought medical help around 3 a.m. of April 15, Sunday.

But the two CIs explained to the regional director that they were from the university and not from the hospital, also adding that the two institutions are separately managed.

However, Menesis still continued and told the complainants; "Hindi ako Ilonggo na pwede nyong utuin. Taga Maynila kaya ako (I'm not an Ilonggo whom you can fool. I'm from Manila)."

The regional director still refused to give his side on the issue.*
